Harlem, USA or ATL...Which should I choose?

How is it like Living in Harlem. I've watched Harlem Heights and they make Harlem look very interesting. Atlanta just seem like the mecca for all African Americans to pursue a business. Which one should I go to when I get my Bachelor's???
